The Permanent Secretary

This is the highest Administrative office in the Ministry and it is always held by seasoned administrative officers who have worked their way up the ladder.
The constitutional role of the Permanent Secretary is to serve as Vote Controller of the Ministry and Principal Adviser to the Minister.
The main duties of the Permanent’s Secretary’s Office are mentioned below:

  • Serve as Principal adviser to the Minister on Policy and Financial matters
  • Prepares Draft Cabinet Papers, Briefs and Statements for the Minister
  • Prepares and submits to the Budget Bureau of the Ministry of Finance all Budget Proposals
  • Ensure limited financial resources are prudently utilized
  • Scrutinizes and authenticates financial documents before submission to the Accountant General for payment
  • Countersigns all Local Purchase Orders, Payment Vouchers and Licence for fishing vessels
  • Ensures that monthly returns on revenue collected are submitted to the Accountant General on a regular basis
  • Responsible for the coordination of existing bilateral/multilateral programmes between the Ministry and International Organizations/Fisheries Commissions like EU, FAO, ADB etc.
  • Monitors and Evaluates the performances of all Senior and Junior Members of Staff in the Ministry
  • Act on all disciplinary matters for Senior Staff
  • General supervision of Administration, Accounts, Monitoring & Evaluation, Internal Audit, Human Resource, Information and Communications Technology, Procurement and Stores sections.
  • Responsible for general welfare of both Senior and Junior Staff Members
  • Serve as the main conduit between the Ministry and other entities.
